Good question! Serverless is more of a spectrum than a crisp black/white thing. In my opinion, based on the serverless litmus test (https://www.gomomento.com/blog/fighting-off-fake-serverless-bandits-with-the-true-definition-of-serverless), there is still a bit more of management, prerequisites, and provisioning with many Fargate configurations then I would safely call "serverless" the same way I (and most folks) call Lambda serverless. So "ish"here relates to it being ~90-95% serverless (again, in my opinion, based on the above type of comparison).
